The challenge is not a lack of effort. It is the difficulty of aligning people, priorities, systems, and action across increasingly complex environments.

As issues like housing, behavioral health, workforce, economic mobility, and quality of life become more interconnected, communities need stronger alignment, shared understanding, and coordinated action across sectors.

Rather than requiring communities to have a perfect plan before they begin, the pathway helps communities start where they are and build momentum step by step.
